I just did a fresh server install last night, and had to do it all from scratch, so I'll jump in and offer some observations. These items have been shared before, as well. The OpenSSL RPM's don't necessarily work correctly with webmin. I do not know why. However, I do know that if you go to openssl.org and download the source, it compiles and installs quite well. After that is installed then you can add in the perl module from CPAN. CPAN is great fun. Depending if your firewall will let it through, run 'perl -MCPAN -e shell' and set up your CPAN environment. If your firewall doesn't let it through, use webmin's perl module install to get Bundle::CPAN.
