Another possible cause is the certificate being less than 2048 bits long. You can regenerate it in Webmin, in the Usermin Configuration module.

You'll have to add an exception to IE9 to allow it through, you can follow the "workaround" on this page: http://support.microsoft.com/kb/931850 or use another browser.
