I am watching processes via htop and see that the following is running vey often and consumes 100% of the processor utilisation for approximately 10 seconds.

    /usr/libexec/webmin/webmincron/webmincron.pl

This is impacting audio quality on the installed asterisk server.

    What does it do?
    How can I disable it?
or how can I get it to run less often?

check your logs? sounds like a system live check. webmin checks servers every 5 or 10 min which you can set. if its daily it could be a standard report. the file is a wrapper to run a SINGLE FUNCTION on behalf of other cron jobs. looks like a permissions enabler. notice it runs as root to accomplish this.

CHECK YOU LOGS. CHECK YOUR CRON JOBS.
