Webmin is creating user home directories with incorrect selinux contexts of system_u:object_r:home_root_t
User home dirs should be user_u:object_r:user_home_dir_t

As a result, new users added with webmin cannot, for example, connect via POP3 to check mail, because the mail server (dovecot in this particular instance) cannot create the necessary files in the home dirrectory, and files from /etc/skel are not created. Users added via bash 'useradd' have correct contexts set and do not experience this problem.
