#3167 Quotas not being applied to new users

I have a restricted login setup that is only permitted to create/edit users and set disk quotas. I also have a default quota value setup for the home directory filesystem.

Unfortunately, the default quota is not being applied to newly-created users, UNLESS I'm logged in as a user with full permissions (e.g. root). My restricted user creates users with unlimited rights.

Attached the ACL files for both useradmin and quota modules.

    Setting the default quotas for new users isn't done unless the user creation is passed to other modules (like Disk Quotas).
    This can be enforced by going to Webmin -> Webmin Users -> ftpadmin -> Users and Groups, and changing 'Create user in other modules?' to 'Always on'
