#2049 Character encoding problem

I've found encoding issue with PostgreSQL Database Server
administration module. My Webmin service usually displays pages
in french using the "iso-8859-1" character set (I think it's the same
encoding in english anyway). But unfortunately, my database
content is encoded into UTF-8, so when I browse trough the data or
try to insert or update new records, I get bad characters and wrong
strings.

I think it would be far better to encode all Webmin localization in
UTF-8 by default: this encoding have the advantage to support all
kind of characters and to need only one byte to encode ASCII and
ISO-8859-1 characters as well.

Another enhancement would be to support PostgreSQL database
encoding detection to make Webmin behave correctly with data.

    I will add a simple solution for this to the next Webmin
    release - an option on the Module Config page to specify the
    encoding format for database content, which you could set to
    UTF-8.
    Changing all existing Webmin translations to UTF-8 would be
    too complex, as there are thousands of lines of translated
    text already.
