#1912 Text area parameter not showed in form.cgi

When the custom commands module is configured
to show links to commands, the commands are
displayed in form.cgi. However, any text area
parameters aren't displayed. The attached patch
fixes it for me (code taken from index.cgi).

Found in Debian package (1.160) but also exists in 1.170.
