Have configured system to allow all unix users to
connect, through pam, and all modules are available,
and all users have access to all modules. I log in and
get the above error message. Huh?

    BTW, I tried to register, but the system has never emailed
    me the confirmation code needed to get activated.

    system is Fedora Core 2. I have not had problems on RH7.3,
    RH8.0, RH9.0, FC1, but all these were upgraded to 1.16 and
    my FC2 system was a fresh install.

    Check the permissions on /etc/usermin and
    /usr/libexec/usermin. The files must be all world readable
    and executable for Usermin to function properly. You can set
    this with :
    chmod -R o+rx /etc/usermin /usr/libexec/usermin

    I had added usermin 1.08 from rpm and then installed webmin
    1.16 a few weeks later and I do not remember if I updated
    usermin. Yesterday, I uninstalled both and installed webmin
    1.16 and used it to install usermin's current version.
    Everything worked after that. I think it was either the
    update of usermin failed to do the right thing, or the fact
    that I put usermin on first, or something like that. It is
    all working now on the FC2 system.
