duplicate "Host name" entries are allowed which causes
dhcpd startup failure, at least on Mandrake 10.0
dhcp-server-3.0-1.rc14.0.1.100mdk

errors such as this occur in syslog:
dhcpd: /etc/dhcpd.conf line 1432: host testhostname:
already exists

The apply changes button does show the failure, however
adding several hosts does make it difficult to find the
offending host(s)

    There is already an access control option for this that you
    can set in the Webmin Users module, to prevent the creation
    of duplicate hosts. Just click on DHCP Server next to a
    user's name, and set the option 'Uniq host names?' to 'Yes'.
