i built and installed vxl with no errors but when i ran ctest one test
failed which is 60 - vnl_test_bignum (Failed)
this failed test produces errors while compiling other applications using
it would be kind enough if any one helps and tell me what the problem is and
how it should be solved
i used vxl-1.11.0 in fedora 9 and am quite new to linux....

This only means that some part of the vnl_bignum implementation (viz. large number multiplication) has a bug, so cannot be reliably used.
It has no implications whatsoever on the rest of vnl or vxl; actually, vnl_bignum is not used in the rest of public vxl.

I don't understand this remark. There should be no other side effects to this test failing than just the return code of that specific test executable.
Bottomline: you may safely disregard this failing test, unless you plan to use the vnl_bignum class (in a very specific way).

This is a run-time test failure, not a compile time one. It should not
have any effects compilation.

The test failure is a "known" failure: there is something incorrect in
the implementation of bignum that causes certain arithmetic functions to
produce slightly incorrect results. (The cases are documented in the
test case.) If you don't use bignum, don't worry about it.
