It was recently stated here that you need Cmake 2.4 to have
FindEXPAT.cmake, IIRC. I just noticed that it is actually version 2.4.4
in which FindEXPAT first appeared. Perhaps we should put this line in
contrib/brl/CMakeLists.txt (or even a deeper subdir if that makes sense.
CMAKE_MINIMUM_REQUIRED( VERSION 2.4.4 )
I don't think we need this at the top level CMakeLists.txt file since
compiling brl is optional.

We said we'll move the minimum required up to 2.4.5 (which is fairly
old: 1.25 years or so), so I think we should just put it at the top
level. In fact, I have a patch set right now that does exactly this. I
was planning to commit by the end of the day.
