Generally, just had a bear of a time getting pdo-oci installed. If it is listed in phpinfo output then that wouldn't be the problem.
I can't quite remember all the various Voyager debugging I went through, but in the end it was simply an ini issue. My server is locked down, so I won't be able to pull up my ini and see if it is any different then yours.

I reviewed the list and found everyone settled on an ini just like mine.
for the record here it is:
$ vi Voyager.ini
"Voyager.ini" 7 lines, 157 characters
host = magellan.library.yale.edu
port = 1521
service = VGER.magellan.library.yale.edu
user = yaleuser
password = yalepass
database = yaledb
I think it must be a lower level dependency again. Antonio says
something about "getting pco-oci right". What was that about?

> You guessed it! This error means that the "driver" was unable to establish a connection to Voyager. Double check your Voyager.ini settings. You might want to search through this list as I have helped others with this exact problem before.
