You can definitely set up a local install of VuFind - Solr is just a Java application, so as long as you have Java installed and sufficient memory (Solr likes at least 1GB to itself, though you can scale it smaller for local testing if you have to) you should be fine. The Windows documentation on the Wiki should help get you up and running; Mac installation is less well-documented, but I know it has been done successfully as well.
