#19 First packet lost

If the link has been idle for a while and you (for example)
start pinging a host one the other side the first ping
packet doesn't come back.

This causes a 3 second delay in the startup of any tcp/ip
connection as the first SYN times out and is then
re-transmitted.

Unfortunatly there seems to be some protocol
dependance in there too so keeping a ping running does
NOT mean that the first tcp/ip packet makes it through.
