I haven't yet mastered the art of packaging up the userspace tools and UML
kernel binary into an RPM as of yet; however, you can see how I created
the host kernel pacakges by installing the the .src.rpm file and then
viewing the /usr/src/redhat/SPECS/kernel2.4.spec(?) file. I'll be happy
to answer any questions you might have about this file. I also recommend
reading 'Maximum RPM' (http://www.rpm.org/max-rpm/), which has good stuff.
