I am not able to insert any modules on UML as there are
no module-init-tools and run make as there no GNU utilities available on
guest kernel or UML .
I am able to bring up UML, and also install modules on
host# make modules_install INSTALL_MOD_PATH=mods ARCH=um
and mounted the host filesystem on to UML and copied all
modules from mods directory into /lib/modules/linux-2.6.17/kernel/
but when i try to run
i get error message
depmod: QM_MODULES: Function not implemented
Please help me in finding out how to make these utilities
available on UML and also i tried using apt-get to install but unsuccessfull

You _need_ module-init-tools if you run a 2.6 kernel and want to use
modules there. And unless you're using Debian Woody (or less)
module-init-tools is available in Debian.
A different approach may be compiling a kernel without modules.
