ok, was a wild guess ;-) Here comes the next ones:

* compare the tapX devices in '/sbin/ip addr show'

* are you sure that the startscript produce the same uml cmdline 
  ('ps axww') on both hosts? If it 'computes' it somehow eg. from 
  envir it may result in different uml options.
