#75 deop+kick bouncing sends mode for user not in channel

user1 on server1, user2 on server2, both opped in #a

user1 first deops and then kicks user2
user2 does the same to user1 at the same time
the bounce sends a mode for a user who (seen from
the client that receives it), isn't on the channel. user1
sees:

:user1!bla@bla MODE #a -o user2
:user1!bla@bla KICK #a user2 :user1
:*.undernet.org MODE #a -o+o user1 user2
:user2!bla@bla JOIN #a
:*.undernet.org MODE #a +o user2

    This looks like the expected behavior, but the lag you
    introduce confuses the issue. The first re-op of user2 is
    the first deop being bounced, and it is sent before the kick
    is processed. The second is from the kick being bounced. I
    suppose server1 could hide the reop of user2 since user2 is
    still a zombie in the channel from the server, but I'm not
    sure it would be worth the hassle.
