#21 Resumption token being URL encoded

The resumption tokens being provided by the Java data
provider are being URL encoded, when they should not.
It's the harvester's responsibility for properly
escaping these for inclusion in request URLs; from the
spec:

"Before including a resumptionToken in the URL of a
subsequent request, a harvester must encode any special
characters in it."
