Provide a more Mac OS X style for handling configuration
(don't use "~/.tuxpaintrc"; see the FIXME in
src/tuxpaint.c)

    The win32 version currently uses 'tuxpaint.cfg' in the
    application directory as a system-wide config file (read
    first), the file 'tuxpaint.cfg' in the users 'Application
    Data/TuxPaint/' (from the registry) directory for the users
    personal settings (read second), and command-line options
    (read third).

    I was going to add an additional option that would prevent
    certain options from being changed in the users config file,
    e.g. enabling printing, but realised that this wouldn't
    allow printing by a few users (teachers) only, which was the
    original intent. A list of allowed users could be added to
    the system config-file, but this seemed way over-the-top.

    It would be good if tuxpaint-config could optionally edit
    the system-wide settings instead of just the user's settings.

    On Sat. June 16, 2007, Martin F. committed updates to tuxpaint and tuxpaint-config that sound like they take care of this.
