Adding cogbin. Was missing somehow

Locking mercurial version for tgext.pages.

Adding planet tg to the menu bar

wsgi configuration, template fixing.

Changing the cogbin. It now grabs the upload date for packages. It also splits the display of the packages into several pieces, grouped by TG version.

Minor styling changes for the cogbin, suggested by Diez.

Improved CSS styling and HTML layout for the cogbin.

Completing cogbin styles and page updates.

cogbin is completed, except for styling. Will work that tomorrow.

Generating cogbin. cogbin.json is now capable of being updated. Template is ready to receive data. Updating .hgignore

Updating style sheet and master template. Work done previously, but not committed.

Moving static output directory

Finally have the tw resources extracted to an external location for Apache.
