In the 1914 rules, when an amphibious attack is made, defending artillery get to do a special pre-strike against all amphibious units as they offload from the transports. Casualties from this pre-strike do not get to fight back.
Added a new isCoastalDefense unit property that determines whether a unit has this property. Then added a new battle step (Coastal pre-strike) that finds all units with isCoastalDefense and makes them fire just before naval bombard (since it happens before the naval bombard according to the rules).
Note: this depends on patch 83 since it uses the ContestedTerritoryTracker object to only do the pre-strike if the territory was previously enemy (not contested). Those few references to the ctt could be removed for now if you want to get this in before patch 83, but then they'll need to be re-added.
