What does M-: (tramp-make-temp-file) RET print? I think if you hack it so that this function returns the right value, everything will be fine. Hm. The function tramp-make-temp-file uses tramp-temporary-file-directory to compute the dirname part. So, try M-: (tramp-temporary-file-directory) RET. Also see the source code for that function.
