Well, I don't know...
Surely there will be a Windows KDE 4, and the release date should be the end of 2006 (but first half of 2007 is more probable IMHO).
I think that a good plan could be:
1) Wait for a Qscintilla Qt4 port
2) Release the last Qt3/KDE3 based version of Tora
3) Port Tora to Qt4 and release it (this would be a solid Windows Tora release which should be good...)
4) When KDE4 will be ready, *if there is request for a KDE version of Tora*, we can port Tora to KDE4, and ditch the Qt4 only version...
