Installation Problem on Windows

I'm having a problem installing TOra on a Windows machine. When I launch the binary installer, I get the message "Warning : No Oracle client installation detected. It might be that you have a non standard Oracle installation, like Oracle Forms for instance. TOra requires a working Oracle client with a working OCI interface. TOra is only supported on Oracle 8i, but is known to work on Oracle 8.0. It will not work with Oracle 7 or earlier."

I've tried both 1.2.4 and 1.3.14. I checked and $ORACLE_HOME is set properly and $ORACLE_HOME/bin is in my path. I only have the client installed, and the client I'm using is the 10g. Also, I have installed on a second hard drive ($ORACLE_HOME=D:\Oracle\product\10.1.0\Client_1). Is there some other environment variable I need to set, or does TOra just not work with the 10g client?
