toc2 in subversion

toc 20030826 release: 500% improvement

Today's release of toc contains about a trillion improvements over previous releases (most of them completely invisible to the average user, of course). The biggest improvements have come via /greatly/ improved makefile support, particularly for install support and linking C++ libraries.
There are so many improvements in this release that i will go so far as to declare an older release to not be worth it's weight in electrons. :)

toc (The Other Configure) initial release

toc is ``the other configure'', a quasi-replacement for the GNU autotools. toc attempts to implement tasks which are normally handled by the GNU autotools (customizable configure script, config.h handling, etc), but toc is only intended to work on platforms which host recent versions of various GNU tools (and other exceedingly common tools, like Perl). It is currently suitable for small and mid-sized C++ projects, and includes a no-op C++ library and binary as examples of how to use toc's features.
