For 9.0 to be released, our Dogfood policy is to upgrade all our sites to
9.x before 9.0 being official.

Thanks to pre-dogfood servers, most issues have been resolved. The remaining
ones should be quite small.  Famous last words :-)

changi: can you proceed to the real upgrade of doc & dev to 9.x and keep
them as closed sites at legacy8xdev.tiki.org (or something) so we may refer
to them if there is an issue?
