#2003 HTML across multiple lines fails

When submitting articles in HTML there are restrictions
that invalidate the submission.

While this may not always be the case, it appears that
HTML commands that do not fully open and close on a
single line are incorrectly processed.

For example:

tml>
<head>
<meta content="text/html; charset=ISO-8859-1"
http-equiv="content-type">
<title></title>
</head>
<body>
<br>
</body>
</html>

When shown this HTML reads as:

http-equiv="content-type">

It is not read as an HTML command because it opened on
a previous line.

The same is true with:

<p>
This is the text in the paragraph.
<p/>

Apparently the above is processed as two paragraph
requests even though only one was requested and then
ended. The ending command is apparently processed as
another paragraph request.
