#1946 Use of httpPrefix does not work if tiki is not in the root

I access the 1.9 branch of my tikiwiki via
http://mydomain/tk-sirius/tiki-index.ph.
Some files are accesses by using the httpPrefix
function an then appending a relative path (e.g.
lib/rss/rsslib.php for lib/rss/rss20.xsl).
This works fine if the tiki is in the root of the
web-server. If it is'nt it fails.
I changes the httpPrefix function and added my
subdirectory which seems to fix the problem. At least
the errors which pointed me to this problem do not turn
up anymore.

    You need to correctly setup your path and tiki location on
    Admin->Login.

    I'm not so sure this is quite right... (See 1199530)

    My tiki is installed in /tiki/, yet my login screen
    incorrectly says "/", and it still works (although it didn't
    all the time). Go figure...?
