#1929 Undefined variable: dbTiki when posting reply to forum topic

In Tiki 1.9, when you post a reply to a forum topic,
you see a PHP error page with the text

Notice: Undefined variable: dbTiki in
/home/sjh/public_html/cicircle/lib/tikilib.php on line 265
Invalid db object passed to CommentsLib constructor

The reply is eventually recorded OK, but this error is
very confusing for the user.

This bug has been discovered before in TikiWiki 1.8, see
http://tikiwiki.org/tiki-view_forum_thread.php?forumId=3&comments_parentId=14766

The solution is to add the following line as the first
line of the function get_event_watches($event, $object)
in the file /lib/tikilib.php

global $dbTiki;

(notice: the line number in the error message above be
different depending on which release of 1.9 you are
running. I tried 1.9 RC3 and 1.9-BRANCH from 2005-04-01).
