#1778 Email login validation fails over special characters

When a user registers and chooses a username that
includes a special character, as in bébé, the e-mail that
is sent out to the user (when e-mail validation option is
turned on in login settings) contains a link that is
inappropriately formatted, like:

http://.../tiki/tiki-login_validate.php?
user=bébé&pass=88detc.

Following this link leads the user to a login failure page.

When opening the e-mail source in ASCII and using that
link,

http://.../tiki/tiki-login_validate.php?
user=bĂŠbĂŠ&pass=88detc.

the login does actually work. Once logged in this way,
the user can further login using the normal user name
bébé in the login box. The error thus seems to be only in
how the link is sent to the user or interpreted in tiki-
login_validate.php.

The email that was sent had Content-type:
text/plain;charset=utf-8

Happy to help resolve this one if someone can point out
what to examine or try.
