#1491 Wiki: editing a page where html had been allowed

A small issue - but causes frequent updates to wiki
pages to 'fix' the oversite when users don't catch it.
When editing a wiki page in which it had been
previously set to 'Allow HTML' - the new edit page has
'Allow HTML' UNchecked by default. Seems logical that
if HTML was allowed in the previous save of the page
this should default to checked in new edits -- or if
Allow HTML is checked in tiki-admin.php?page=wiki
perhaps the default in creating or editing pages should
be to have Allow HTML to be checked on individual wiki
pages. This occurs at least in versions 1.8.1, 1.8.2,
and 1.8.3.
