#1226 German umlauts don't work in article/wiki page

1. Edit new Article using IE on Windows
2. Enter german text with umlaut
3. View article on linux using konqueror
4. Umlauts are not displayed

or vice versa

no umlauts. Instead you see strange characters.

I tried using HTML for umlaut (e.g. ü). But HTML in
aritcles is displayed as is. As a user I do not want to use
HTML but simply type umlaut (e.g. ü).

Is ist possible to automatically replace umlauts by theris
HTML representation before saving an article to the
database? On viewing an article HTML should be display
correctly.

    The bug you reported may have been fixed. Additionally, if you
    are using an older form of Tiki it is highly recommended you
    update as new security measures are in place.

    Please get the latest version from (1.8.2)
    http://sourceforge.net/project/showfiles.php?group_id=64258 , or
    from CVS http://sourceforge.net/cvs/?group_id=64258 , and retest
    the issue.

    If the problem persists then please add a comment with
    more details to the same bug item.

    If the problem is gone then please close the bug.
