#1013 MiniCalendar Timezone Bug

I discovered a minor MiniCalendar bug today: When you
are in a different time zone from the server running
Tiki, then the times on the MiniCalendar layout page
are offset by the time difference between the two
computers.

For example, I am in London (=UTC), but my server is in
America somewhere (-8 hours). If I set the minicalendar
to display hours 0900 - 1700, then it starts its
display 8 hours later than it should: it displays slots
for 1700 - 2400.

I had assumed that I'd be able to got around this by
entering my country on MyTiki Preferences, and telling
it to Use Local Time. However, this makes no difference.

The only way I can get Tiki to do what I want it to at
the moment is to tell it to start the MiniCalendar at 1
in the morning. The MiniCaledar then starts at 9am.
