#924 CSS message only shown if there are other warnings

If you run tidy on the following file:

<html>
<head><title></title></head>
<body><font size="1">hello</font></body>
</html>

then it prints a warning about the missing type, and a message about using CSS for font properties.
However, if you add the doctype, then both messages disappear, although the font tag is still being used.
Same thing happens with tidy -c (which actually replaces the font tag, but still doesn't say anything about it if there are no other warnings).
