Have you tried running replimenu as a program under X. It works from an xterm, so you may be able to setup a session where the only thing running is replimenu. Make a package called replimenu, with etc/cmd/replimenu.global CMD_GLOBAL="replimenu -f /etc/replimenu" and etc/cmd/replimenu.window CMD_WINDOW="replimenu -f /etc/replimenu" and have SESSION_0_TYPE=REPLIMENU Worth a try....
