#298 Remind user if bibtex disabled in project properties

Dear TeXnicCenter Team,

thanks for the software, it's really great! :-) I have a suggestion for improvement:

Today I have spend allmost an hour to find out, that you have to enable the "Uses BibTex" Option in "Project->Properties" to let TeXnicCenter envoke BibTex automaticly during building. It was kind of misleading for me, that the settings in my "output profile" were correct and the option "do not use BibTex in this profile" was disabled there. It took me so long to find the misconfiguration, because I did'nt even get the idea, that it could additionally depend on settings in my "Project->Properties".

I would like to propose, that the Option "Project->Properties->Uses BibTex" should be removed, or enabled by default. Same thing for MakeIndex of course. :-)

    We should implement this as follows:

    When compiling, add a line to the end of the output saying that bibtex is not run. Do this only if bibtex would be run in the profile, but is not run because it is disabled in the project. Same for makeindex.
