Vim's LaTeX suite provides a nice feature, where you can create a "dummy" section (or subsection...), which looks like:

%\dummysection{name of dummy section}

(of course the name 'dummysection' need not be hard-coded -- might be good for the user to be able to choose which name to use)

When such a "dummy" section exists, the editor treats it like a real section, in that it allows it to be folded just as if it were a real section.

I think having this feature in TeXlipse would be quite useful for creating 'manual' folds. Furthermore, it would be excellent if it were possible to choose whether or not these dummy-sections were included in TeXlipse's outline-view.
