#380 reference application/tei+xml somewhere in the Guidelines

Since the application/tei+xml Media Type has been added to the IANA registry of Application Media Types, it would be good if the Guidelines recommended that people serve TEI documents using this Media Type. I suggest adding a new section to chapter 23 ("Using the TEI"), just before the current section 23.1, that discusses this Media Type. I feel like there are probably other miscellaneous tips (that wouldn't be proprietary or dependent upon any particular technology) which we might discuss in this new section, though none come to mind right now.

    A new section prior to the current 23.1 (pushing all the other sections to 23.2 etc.), like this:

    Serving TEI files with the TEI media type

    In February 2011, the media type "application/tei+xml" was registered with IANA for "markup languages defined in accordance with the Text Encoding and Interchange guidelines" (http://tools.ietf.org/html/rfc6129). We recommend that, where possible, any XML file whose root element is in the TEI namespace be served with the media type "application/tei+xml", to enable and encourage automated recognition and processing of TEI files by external applications.

    Looks good. I would drop the redundant parenthetical "where possible" (it's a recommendation, after all) and drop the unnecessary comma before "to enable".
