New <stageNotes> within the existing <creation> element containing new <stageNote> elements to document identified "writing stages" in
genesis of a text. New att.staged class to supply @stage attributes for elements which can be assigned to a given writing stage. These allow marked up elements to be assigned to particular stages in the genesis of a text, or the writing of a document, or both!

Justification, element specs, and examples are in the Genetic WG document at http://www.tei-c.org/Activities/Council/Working/tcw19.html (derived from http://tei.svn.sourceforge.net/viewvc/tei/trunk/genetic/\)

I'm sure this has been voiced before, and probably answered, but it's not on the SF ticket so I'll raise it anyway: I'm a little uncomfortable with the use of "stage" in a context where it might be confused with its meaning in the context of drama. Wouldn't <phaseNotes> be better?

I'd second Martin's wariness here. The first comment I made when reading the genetic draft was about possible confusion with the term of text revision 'stages'. I'm not saying I'd vote for 'phase' but I've not got a better solution.

Well. In the publishing environment we do speak about stages (acceptance, revision, etc.), and it makes me think that we would need such an element more generally in the header to represent such publishing stages. There's been several discussions on the list about this issue and I don't remember being made happy by the ultimate proposal on this topic.

After extensive discussion on council including two rather inconclusive votes, the name "layer" seems to have prevailed (attribute @layer, elements <layer>, and <listLayer>). See draft doc at http://www.tei-c.org/Activities/Council/Working/tcw21.html
