This currently states "contains a brief description of the intended usage,purpose, or application of its parent element.". However we have since broadened its scope by using it e.g. within <event> to mean something like "contains a brief description of the entity documented by its parent element". I think this is close enough not to warrant a new element, and propose the following text as a replacement
"contains a brief description of the entity documented by its parent element, including its intended usage, purpose, or application where this is appropriate"

or maybe drop everything from the comma on!

    I'm not sure I like the 'where this is appropriate'. Why not "contains a brief description of the entity documented by its parent element, possibly but not necessarily including its intended usage, purpose, or application" Or is that too wordy?

    Doesn't seem controversial, upping its priority.

    I agree wholeheartedly that this should be a high priority and uncontroversial fix. Furthermore, I think James's wording "contains a brief description of the entity documented by its parent element, possibly but not necessarily including its intended usage, purpose, or application" is a fine compromise between the two Lou suggested.

    However, I'm a little uneasy about the verb "documented". I'm not sure it is the verb of choice to describe some of the possible parents of <desc>. Certainly for <elementSpec> it makes sense, but what about <gap> or <incident> or ... ?
