Tite says "If line breaks are to be captured, use the lb element" but does not explain under what circumstances line breaks are to be captured outside of verse (where it's discussed in relation to <l>). This should be clarified.

    IMHO line breaks need to be captured in prose (or text where verse lines are *not* indicated) only in the following situations:

    - where the layout is clearly purposeful, e.g. because it forms a pattern or acrostic, or on a title page whose components are not otherwise distinguished

    - where a word has been broken across a line (with or without hyphenation)

    But in general, I can't see much value in it if you are going to the trouble of capturing semantic markup such as verse lines, list items, paragraphs etc.

    The spec also does not say whether to insert <lb/> at the beginning or end of the line. Compare this with <pb/>, which should always be at the start of the page. TEI P5 says to to put the <lb/> at the start of the line.
