    Yes, that is deliberate: it's not a bug. The schematron constraints are applied to the element content by a conformant schema processor and form part of the semantics of the element concerned. In the past we've expressed such constraints informally in the prose text of the Guidelines only; with the availability of Schematron it's possible to add automatic checking for some of them, and it's likely that we'll continue to add more in the future.
