Not with only teem.  Teem doesn't manipulate text (or fonts), which
would be required for your legend.  Teem could be used to help make the
graphical color part of the legend, but no more.

ImageMagick's tool set can manipulate fonts and text on images.  Have a
look at that.  It works on most systems.
