You mention here Unix. Are you trying to load a Windows version of oratcl
on a Unix machine? A Unix version of oratcl on a Windows machine?
The error messages _appear_ to be from unix (because of the /usr/lib)
but I guess might be from cygwin or one of the other unix emulator

My guess - the stuff you are trying to use is not compiled for your
