I have produced Mac OS X binaries in the usual format for both
these are universal binaries (4-way for Tcl, 2-way for Tk and
Standalone) built on Tiger, but they should run on 10.3 (and possibly
on 10.2 as well, but I cannot test/debug that anymore).
Please file any issues you find in the SF bugtracker.

Thank you very much for doing this! I tested it on a large and demanding
Python/Tkinter application. So far the one thing I have found is that an
existing issue is still present:
If I can do anything to help you debug this I would be very happy to do
so. It prevents my users who are still using MacOS X 10.3.9 from saving
their window positions using my application. I might even be able to
send you a Mac running 10.3.9 if that would help.
