This is close, but I think an alternative for the tclsh and wish command
line option would be far better.
If the TIP were revised to spell out that the "-encoding" option is only
to be recognized when it comes before a script filename (that appears to
be the intent), and it were spelled out that any prefix of "-encoding"
would also be so recognized, then the second form becomes unnecessary,
#!/path/to/tclsh -e utf-8
has the same number of characters as

I'd also suggest that wish should recognize either the "-file" option
or the "-encoding" option, but not both. Any script maintainers taking
the time to add "-encoding" to their wish calls should be encouraged
to remove "-file" at the same time.
With prior warning a vote was imminent, I could have offered these
alternatives at a better time.
