For historical continuity, please also consider using the filename "tcl8.6.0-src.tar.gz" for that release, and name the batteries included distribution something else. Rationale: RPM-, Debian-, BSD ports, Gentoo, and GAR- based build systems are often set up in such a way that upgrading to a new version of a package usually just involves changing one line in a configuration file. If nothing major has changed since the last release (e.g., project moved, switched from autoconf to cmake, rearranged source layout, etc.), then the download-extract-configure-compile-bundle recipe used for the previous release usually works for the new one too. It's not a *huge* deal if the release tarball naming convention changes in the 8.6.* cycle, but keeping it the same will make the transition (just a tiny bit) easier for lots of people downstream.
