To reproduce, start the wish console, try to drag the vertical scrollbar, and then move the graphics window over the top of the scrollbar to detect the fact that it's not repainting itself and has indeed crashed. It auto-enables when there is something to scroll. This represents a visual change on Windows for scrollbars with nothing to scroll, but it corrects this crash as well as correcting "native" appearance. This changes the appearance of a "full" scrollbar but this is more in line with how a scrollbar usually behaves on Windows.
