#3162 file mkdir broken for absolute paths

file mkdir is broken in current cvs HEAD (at least on Mac OS X).
Calling file mkdir with an absolute path results in the error:

can't create directory "/": illegal operation on a directory

This also causes "make install" to fail when trying to install tzdata, as it
tries to call file mkdir with an absolute path.
